My step 1 basic registration is done.But fees is not submitted as option was not available. Registration no. U5181125712. By 03-01- 2019.

You don't have to make any payment during basic registration. After you complete Basic registration, your applicatiom will be either accepted or rejected. You can only make payment if your basic registration has been accepted. Then you move to final registration. You generate a code and then make a payment. The last date for final registration was March 25th. Now you cannot make any payment.
