NEET has allowed from 2019 that score is valid for 3 years? does this mean that I m eligible for AIQ/state quota in 2020 with 2019 score?

You may have not read the notification properly. The NEET scores are valid for three years only if you apply for foreign universities and not Indian medical colleges. For Indian medical colleges, admission for the current session will be based on the exam on that season only.
