Hii rama,
There is no such official announcement but notification for admission in delhi university is expected to appear in second week of may,2018. You will get notification on their official website.

Yes you can fill forms of thapar university, delhi jac and other engineering colleges.
Means I can't get any college through jee mains

There are less chances of you getting college through mains counselling.
