Residence certificate means? Is it required for every student for the TS icet Counselling

Residence certificate is a proof that shows you are a local student. If you don't possess a residence certificate then you will not be treated as a local student. And local students are given more preference than non local students.
So it is mandatory for everyone to have a residence certificate or else you will be treated as a non local candidate.
