No, you cannot fill the GATE application form after the closing date.

If you have begun Your application till 1st October then only You can appear by paying application fee till 3rd October. The last date to fill application form has been already extended from 24 sept to 1st October. Otherwise, you can now fill the application form as website clearly say enrolment process closed.
