Hello,
250 marks in NEET is a low score. The cut off marks for Government Medical Colleges in India under UR category was 550 and above in 2018.
The cut off marks change every year and therefore, there are equal chances for the cut off marks to either increase or decrease. Even if the cut off marks decrease, the cut off won't fall down to around 250, therefore, making it very difficult for you to get admission in any government colleges.
