Yes but it depends on whether you will be able to apply for any counseling applications or not, because even if you apply and you do not have the result with you- even the seat alloted to you by college will stand cancel if you do not furnish the certificate. As in most of the counseling applications you wont be eligible to apply because you havent passed the board exam.

Because you cannot take admission until you have original documents with you and have minimum marks in 12th standard i.e 50% to take admission

you can try for private colleges, there are various colleges across India which offer exceptionally good courses in programming.

Search for those colleges on net and mail your concern/case to the admissions department.

One of my friend had a compartment in 12th , but he was granted an provisional admission (submit compartment marks after 6 months and maintain aggregate 60% till 4th sem.) in one of the premiere institutions in India  he followed the above given steps .. he mailed to college and got a prompt reply
