Going by last year's cutoffs, it would be quite difficult to get any government medical colleges in Uttar Pradesh as last year the minimum cutoff all India rank was 14621 for general category and it was for Autonomous Medical college Bahraich. If you belong to any reserved category you still have few chances of getting government college. But you can go for private Medical colleges

You haven't mentioned your category,in case you belong to GENERAL,OBC or EWS, as last year cutoffs for these categories has been around 14000-15000, hence as per previous year data under state quota and further taking into consideration that this year there are greater chances of cutoffs increasing make it tough in your case to secure a GMC seat you belong to any of these categories. however with your given rank you hold chances for GMC if you belong to SC/ST, cut-offs vary every year based on multiple factors like seat matrix, marks obtained in exam, toughness level of paper, total number of candidates participating in the exam etc, check out previous year cutoffs at https://medicine.careers360.com/articles/neet-cutoff-up
