No you are probably not eligible for JEE advanced because the cutoff for OBC category stands at 78.21 percentile, but yours is 71 odd.
So, you are not eligible for JEE advanced, but do keep checking, the cutoff does change at times.
As regards to selection in an NIT through Jee mains scores alone, I would say there are a lot of other factors associated to it. Do keep checking, all updates should be released very soon.

That was for last year. Every year, the trend changes.
Last year, the general cutoff was 74 percentile for General category so 70 percentile was really good for OBC category.
But this year, the cutoff has risen due to a number of factors like total students appearing for exam, the difficulty of questions asked, etc.
However, do keep checking. Also, you have a good score. A lot of private institutions will take you in, so good luck!
