Sorry aspirant but it is not possible to get admission in any B.tech course of University of Delhi with 39 percentile. The competition is very tough these days and for University of Delhi it is highly competitive.
With this score you can only apply in the local counselling of some GFTIs like NEHU shillong, CIT Assam, GGU Bilaspur, HNBU Garhwal and GKV Haridwar.
Even chances for these GFTIs is little bit tougher.
