Yes , you can do both Bsc and Btech at the same time IF ( and it is a big if) you choose to pursue  BSc degree  by Distance learning.

You can not do both of them together by regular mode(i.e traditional method of going to college and attending classes) .

Also it will be very hard to pursue them together as it will be very time consuming.

If you are doing full-time courses, the possibility of pursuing both BSc and B.Tech simultaneously is going to be very difficult. First, there are not many institutes that offer both the courses. And even if they do, they won’t allow you to pursue two courses simultaneously. So, you have to take admission in different institutes, which will make for impossible logistics – travel from one institute to another. Also, how do you make up your attendance.

In fact, even part-time courses is going to be difficult.
