As you mentioned with 517 marks, your chances of getting a decent government college in your state through state quota(85%) are quite high.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).

hello , well your friend scored quite good . Her rank is bit low and competition is still tough . However keep her spirits high as she can be possibly a part of any prestigious private institute or any government college as well but there are other factors as well such as which core she selects , which area , and other Quotas as well . I will still recommend you to look for a list of colleges .
