Sir my rank in general is 11,921 and in general women is 2265. Can I get a seat for Cs in kiitte?

Firstly congrats as you secured a good rank and as women rank is an advantage you are having opportunity to get into kiitte but it depends on the vacancies available there according to cut off. But when you go for further counselling sessions you will be having opportunity to get seat into it.
