Sir,I don't have obc -ncl certificate at this time.It is in processing but if it will not complete at the time can I apply for jee advanced?

Yes you can apply for jee advanced without having obc certificate but you should make it asap because it will be required to get admission in college otherwise your candidature might get cancelled.
