If a candidate scores above the qualifying marks he/she is able to apply for counseling. For SC/ST/OBC the minimum qualifying percentile is 40th percentile which corresponds to a score in between 107 to 133. Since you have scored 123 you are eligible to apply for neet counseling.

To calculate your percentile,

(No.of people behind you)/Total no.of people multiplied by 100.

For eligibility and admission through NEET counseling process , you must have minimum 50 percentile . Also you have a category rank separately . You can apply from both sides . But there marks are a very low for seats in government college .

Those who have qulified the NEET can apply for the counselling process regardeless of the high or low marks. The qualifying marks for the ST category students for NEET 2019 are 133-107. So you have scored the marks in the range so you can go for the counselling. But one thing is that you cannot get the medical or dental seat in any of the govt. colleges because of the low marks you have scored.
