You can change your college if you have the option. If you are getting a better college be it any cutoff you can go for it.

No, there is no such rule.
You can change your college in 6th cutoff even if you have taken admisson in previous cutoffs.
6th cutoff is a special drive organised keeping in mind students who missed earlier cutoffs due to some or the other reasons, but it is open to all for admissions provided you clear the cutoffs.
