Hello dear aspirant,
You can't upload that same certificate Because as per the latest guidelines of Delhi university, your OBC certificate must be issued after March 2019.So you have to renew that certificate and then upload it.

But renew will take time so can I upload my old certificate at the time registration and then at the time admission I will get my renew certificate?

Yes you can do so, at the time of admission in the college, you will be given a time of 3or 4 days to get the certificate.

As you have already read the guideline for OBC certificate on the university website then you have to follow it and attach the certificate accordingly i.e. certificate issued after 31 March 2019.

So what should I do now how I will get new certificate I need to update it or I can use this certificate?

You can now attach the old OBC certificate in the registration form but at the time of admission you should produce the latest certificate.
