There is no specific eligibility requirement for
IELTS
except that the candidate must hold a valid passport at the time of the test and is expected to be over 18 years in age.
It is simply an exam to test the candidate's English language proficiency.
Instead, if you are applying to foreign universities, you will have to fulfil the individual university/program eligibility requirement prior to application.
