If you are already enrolled and are continuing there since a year then you have to go through the procedure of migration if the college allows. If its the cutoff procedure then you can go to the latter one and complete your admission procedure once you apply to withdraw your admission from the previous college.

First, you need to apply in the college where you want to take admission. You have to write an application regarding migration to the college where you're studying in present.
Once they(where you want to take admission) approved your admission, you need NOC from your present college. After that you can take admission in the college of your own choice. You can't migrate to a different course.
