The 15 percent All India quota (AIQ) seats are alloted to students across India irrespective of their state of domicle. The list of students according to the NEET merit list prepared by the CBSE allots the AIQ seats to candidatwes according to their ranks. So if you are applying under All India Quota, the process of seat allocation would be based entirely upon your rank and marks obtained in the NEET UG examination. However, if you apply from a particular state, you would be eligible for the State Quota seats only. Also if certain alloted AIQ seats are not filled in any state, the such seats are reverted to State Quota, only after directions from appropiate authority in concern.
