Dear MBBS Aspirants,
As per NEET norms, 85% of seats in all Government medical and dental colleges across the country are reserved for the candidates who are domiciles of the state in which a college is located. The remaining 15% seats in these colleges are open for All India candidates. The 85% quota therefore refers to the State Quota, reserved for domiciles of a particular state for the seats offered by medical and dental colleges in that state, while the 15% quota refers to the All India Quota, reserved for candidates from across the country for Government medical and dental colleges in all states.
The process is simple There are 3 phases of MBBS counselling:-
- 1st round
- 2nd round
- Mop-up Round
The MBBS Admission (https://www.findmyadmission.com/) of 1st round and 2nd round of counselling is purely based on Merit Basis.
The mop up round deals with Stray seats available in Every state.In the mop-up round the students of any state or any part of country can take admission in any part of India or any medical college of India. The management quota admission (https://www.findmyadmission.com/mbbs-admission-through-management-quota/) can only be done in Mop-up round only.

Mop up counselling in NEET 2019 is provided by states against reverted seats from All India 15% Quota. Basically, these are the seats left vacant after the first and second round of counselling. Those who do not get seats in either of the two rounds can participate in Mop Up rounds of NEET Counselling 2019.
