to appear for JEE mains 2021 exam there is no percentage criteria applied neither of 11th class nor of the 12th class ,candidate who have passed or appearing for 12th examination are eligible to appear for JEE mains exam

where percentage matters is when you have cleared JEE mains and advanced and seeking admission to IITs and NITs , to get admission you are required to secured 75 percent in your 12th class , percentage of 11th class nowhere matter

There's no percentage barrier to be eligible for JEE mains

To be eligible  for JEE mains 2021 for BE or Btech you must be either appearing for 12th board exam in 2021 or should have passed it in 2020 or 2019 with Physics,  mathematical  and anyone of Chemistry or Biology or Biotechnology or Technical Vocational Subject.

But yes,

To be eligible for NITs, IIITs, IITs, GFTIs one needs at least  75% marks in  class 12 if belong to general or obc category or at least  65% marks if belongs to SC/ST or  must be in the top 20 percentile in  class 12 examination.

To qualify for JEE Mains, there is no mimnimum aggregate criteria. But if you want to join NITs, IIITs or CFTIs then you should score a minimum aggregate of 75% only in your 12th. 11th marks aren't considered. And then to appear for JEE Advanced which is the gateway for admission to IITs, you will need to fulfill the 75% aggregate condition. Now it is 75% for General Category and 65% for Reserved Categories. So how much you score in 12th is what matters to secure your eligibility for NITs, IIITs, CFTIs and JEE Advanced.
