you can take strong legal action
1- collect all the proofs like bank statements, call recordings
2- consult a lawyer, visit a police station and get a FIR filed or a criminal complaint

If the process of admission through the agent was legal, i.e for example the gaent stated that he would get you admission in an MBBS college through the remaining seats of some quota (eg. NRI quota), then you can go ahead and file a complaint against him on legal grounds. If however, the admission process was not supposed to be legal, and you were getting the seat by some unfair means, I'm afraid there is little you can do.

A similar thing happened with a friend of mine. He filed an FIR against the guy, Later the guy said that if he takes the FIR back, he would return the money. He has already returned 70% of the money. You could do something similar. Get hold of a good lawyer!
