What target should i make in order to get HBTU Kanpur from mains in general category for cse branch in 2019?

Well since it is the first time HBTU is taking admissions through JEE Mains, nobody can give you a sure shot answer. But, according to my estimate, you can get a good branch like CSE or Mechanical in HBTU at a rank of around 15k… Less preferred courses will probably fall around 20k-25k…
If one wants to take CSE/IT then the cutoff Rank could be 30k-35k.
Similarly, for the Mechanical Engg. the cutoff Rank could be around 40k. And for other core branches, i.e. Civil/Electrical Engg. the cutoff Rank could be 45k-50k.
For Chemical Engg. it could be around 45k-55k.
For other branches like PL, PT, OT, LT, etc. will be below 50k.
Finally, I would like to add that the result will be far different from the expectations of all because it's the first time it's really tough for anyone to give the accurate cutoff Rank. All the reality is in the Hands of the Future.
