If you've domicile of Himachal, you can avail state quota of that state only. Your current address may be anything. But your permanent address should be of Himachal only.

Please clarify me one thing. Have you filled up the HP MBBS Counselling Registration form ? If yes then you've to report to the venue specified by the authority with all relevant documents which includes domicile. There they will verify your documents and it'll be a manual process.
By any chance if you are talking about NEET Counselling, then domicile is not necessary at all. Because your merit score will be judged on the basis of students of all over india (except Jammu and Kashmir)
