where and how is my SC certificate applicable? Because being in goa for more than 15 years they did not accept my SC certificate (from UP) and put me into general category Also when is an SC certificate accepted so that i can get seats in my SC category

Greeting Aspirant,
All caste certificate are valid only in the State of which the Certificate is. As you told you are SC from Uttar Pradesh, So you will be treated as SC in UP only and General in other States. However Caste certificate from any state are valid for Central Government Facilities.
For example, your SC is from UP, so you can get a Job from state government of UP stating that you are SC, but you cannot get a Job from any other state stating yourself as SC. But if you are applying a Central government Job, You will be regarded as SC no matter you are posted to which state.
The same logic applies for getting admission in school, Colleges, etc.
