There is no such thing called 'Domicile free' mop up round. All the rules followed in state quota counselling rounds held before the mop-up round, would also apply to mopup rounds. Mop up round merely means that all the candidates who have been declared qualified can participate in the counselling rounds, provided they fulfill other eligibility conditions.
So, only those seats which are offered irrespective of domicile constraints in state quota counselling other rounds, would be offered as 'domicile free' in mop up.
