The information you have is wrong. I have personally seen the list of REAP rank getting admissions in College of technology and engineering, Udaipur and i have seen a seperate column of students from EWS scheme.
The EWS ranking is considered in REAP admission process.

Yes. In order to claim your EWS Reservation, it is mandatory to provide "Income and Asset Certificate".
EWS
is a newly announced 10% reservation Quota for those candidate who
belong to General Merit and who are ecoomically behind. This can be used
by general candidates in government JObs and educational Institutes.
However, It still has few conditions which people are unaware of. If you
are truly economically weak, and you belong to general category where
you do not have privilage to claim any sort of things, that is where
this reservation serves. You can secure your job by this 10% reservation
on EWS.
While it has become common term, In order to know that you
are from Economically Weaker section, You need to provide an Income and
Asset Certificate. There are few criteria , however , in order to claim
that you are from economically weaker section. they are -
- You need to belong to General Category Mandatorily.
- Your Family annual Income must be less than 8 Lakh p.a and You can not be from any other caste like OBC, SC,ST. And Income includes Income from all sources like - salary, agri, business etc for financial year prior to the year of application.
- Agricultural land owned by your family is less than 5 aacres.
- Residential Family owned by your family is less than 1000 sq. ft
- residential plot owned by family is less than 100 sq. yard in notified muncipality and less than 200 yard in those other than notified municipalities.
This
is generalized by central government and state government can alter the
income cut off but it should'nt exceed the income criteria.
The Family as per the EWS rules :
The
family includes his'her parents and siblings below age of 18 as well as
his/her spouse and children below the age of 18 years. The property
owned by whole family at different places must be clubbed while applying
the property holding test to determine the ews status.
The INCOME CERTIFICATE :
You need to provide an Income and Asset Certificate from concerned Governmetnt Authority like Tehsildar.
The
benefit of Reservation is applied only after providing the certificate
for the said category. You can get the Income and Asset Certificate in
the format which willbe available in all websites where you apply , and
get it authorized by either - Revenue Officer above tehsildar, District
Magistrate, Additional district magistrate, collector , deputy
commissioner, additional deputy commissioner, sub divisional magistrate,
taluk magistrate, extra assistant commissioner, chief presidency
magistrate, additional chief presidency magistrate, Presidency
Magistrate or sub divisional officer etc.
SO , It is mandatory to
provide an Income and asset certificate in the format where youll find
in any website where you are applying for the category. Here below is
mentioned a file link of JEE main Exams eligiblity for EWS, at the end
of the document on Page 7 is the format of certificate. Precisely, that
is how the format for the certificate will be and you need to get signed
from a government officer who is not below designation of a tehsildar,
names of those who I have mentioned before.
