Will cutoff of neet 2019 high as compared to 2018

I think that the cutoff this year can go really high due to the huge differences between the marks obtained and the rank followed in neet.
As we saw according to last year's cutoff the rank for marks 560 was around 5000 but this year the rank for the same marks can be around 17- 18000.
