With a rank of 12976 in mains in which NIT I can get seat and my percentile is 98.87% and I am open category

Hello candidate,
With your mentioned rank you have high chances of getting non core branches at the top NITs and core branches at the newer NITs ( NIT Uttarakhand NIT Arunachal Pradesh NIT Meghalaya NIT Nagaland etc) however with domicile reservation you might get Core branches at the top NITs as CS/IT branches at the new NITs as well.
