Through neet for 85% seat quota, one need to show the domicile of that state. That means you need to make the domicle where you live permanently that is odisha. So, you will fill the domicile as odisha and not rajasthan.

If you haven't attended the 1st counselling you will not be able to attend the second councelling. The people who attend both first and second counselling will be getting chance to choose either of both the colleges the colleges you were been alloted
