The eligibility criteria for JEE mains is the candidate must secure minimum aggregate of 75%( for unreserved candidates) and 65% of minimum aggregate (reserved candidates) in 10+2 or its equivalent from a recognised board in Mathematics, physics and chemistry.
In your case as I don't know the maximum marks of your particular board.So kindly refer the above mentioned information.

NATA Eligibility Criteria 2019
Candidates must have obtained 50% aggregate in Physics, Chemistry and Mathematics and also overall 50% aggregate score at 10+2 level. Candidates who have passed any 10+3 diploma exam with Mathematics as a subject and scored at least 50% marks are also eligible to apply for the exam.

Yes, not only a science student any other student who have completed 10th standard are eligible for doing graduation in fashion designing course. Even after completion of b tech you can join for fashion designing course. If we want advance certification it nearly takes 1-2 years.

As you told that you have obtained 54% marks so yes you are eligible for the NEET in 2020. But as you said you are repeating this year. So just be sure that you obtain marks above 540 just to be on safer side. As your time is precious and as far as your marks are concerned you are eligible don't worry about it.
