Every student can who qualified NEET can sit for AIQ counselling for 15% AIQ seats as well as for deemed University's seats.

They can also sit for their respective domiciled state counselling to avail the benefits of 85% state quota seats for the state students.

I am not sure what you mean by state OBC certificate. But if you have a legal OBC certificate, it should be fine. Make sure you carry it during counseling because if you fail to present the certificate, you will be considered under general catergory and not OBC
