No, once candidate joined the allotted college then he would not be eligible to vacate the seat as per the order of supreme court.

I am extremely sorry to say but you can't get a seat with your rank , not even in mopup round.
I suggest you to prepare again for neet and clear it next year with flying colours and fulfil your dream of becoming a doctor.
