Dear Sayak, 

You can get your state rank only after you register in your state counselling.The state of which you have domicile that state would publish the merit list and then you would be able to know your state rank.

It is not necessary to take NEET examination for BNYS. It is a course offered by both private and government colleges. It is not mandatory to take NEET examination for studying BNYS. You just have to study science group in your class 12 board examination.
