There is no similarities between CAT and CDS.  CAT  is Common Admission Test conducted for MBA entrance exam while CDS is Combined Defence Services conducted for the admission to Army, Navy, Air foce and OTA.

All India Merit List for final selection will prepared by Union Public Service Commission (UPSC) based on candidates' performance in the written exam

Yes, you can do that. In the final year of your degree, you can appear in CDS exam. If you crack it, you can get into Indian Navy.
