If you want to study electrical engineering there is nothing to do with Electronics and Communication branch. You can directly choose Electronics and Electrical engineering branch in your BE/B tech where you will study both the concepts of electrics and electronics.
Actually both the collages are good.In the placements point of view both the collages are same but kalinga Institute of Industrial Technology is good because Almost 140+ companies have visited this campus in 2017-2018 for placements.

Both branches are good in their own ways. Its you who has to decide where exactly your interest lies. On one hand, Computer science involves learning various programming languages, artificial intelligence, machine learning, etc. Its a great upcoming branch. It involved making codes and changing all the manual things into computer based systems which are easy to handle and accessible.

Hello aspirant,
You can join Department of telecommunication (DOT) in India by filling out the form which are made available by the department when vacancies arises. You have to keep checking there website and look for vacancy and than fill the form, there are different posts and different requirements for each posts so that have to be taken care of but as you mention about an engineer of Electronics and communication, if you are a fresher with no experience than you can join in as junior engineer and move up the grade, and if you are with experience than you can switch according to the vacancy or apply regarding the same,
