Yes any student from any state can apply for the merit seats in other state government colleges provided you have a valid JEE score or you shuld have written the state level engineering exam , example in kerala you should have attempted KEAM , or get a good score in jee mains to get into merit seat in goverment colleges
some states also take 12 th grade marks for consideration please go through the officials sites of the state government entrance commission to get a overall picture about this where you are going to apply
