Congrats on securing a great rank Sumanth, with a rank of 3203 any IIT will be possible for you if you don't have a preferred branch or location. 

Coming to IIST, it maybe a bit tough because the number of seats is less in that college ( just 140 ) and its a very reputed institute for space enthusiasts.

I suggest you do participate in JoSAA counselling sessions and you will surely end up with an IIT. Best of luck

No, you can't be qualified.If you are a NEET-UG student then you need All India Rank 12000 not sc ranking and for JEE student then you need All India Rank 8000 not sc  ranking. Previous year 2018 cutoff All India Rank for spot round was 16000 to 40000 not sc ranking(If your rank in AIR are in these numbers then you qualified)

Hi, admission is provided in IISc in bangalore through 3channels jee mains,jee advanced, kvpy. A registration form needs to be filled to take admission in IISc, Bangalore. The last date for filling up the form was 30th April, 2019. After registration process, counseling is conducted and seat is alloted according to merit of candidates in mains, advanced and kvpy. If you have not registered you have no chance.
