I have got 69% in jee mains and expecting to get more than 80% in class 12 exams am I eligible to get admission in IISc bangalore

Hi shreya , IISC banglore is one of the top most prestigious college of india here in engineering department you can only get admission by clearing jee advance within 2k rank (for general category)
Considering your rank you there is very low or i will say negligible chance that you can get into IISc banglore.Still dont loose hope luck matters a lot give IIT exam. So don't missout the registration process. Do participate in the counselling. I hope this helps.
