If paper 3 you mean third attempt that second drop after 12th, then you won't get any IIT. And with your percentile you also can not get any nit as as well.

According to the rank and category mentioned by you in the question you have almost no chances of getting into any of the IITs. See there are very few seats under SC category which remains vacant for Preparatory courses, so on such Preparatory rank it is not possible to get any of the IIT as per previous year's cut-off.
Note that the above prediction is made on the basis of previous year's cut-off and the cut-offs are bound to change every year depending upon various factors such as the number of candidates appearing in an examination, the number of candidates qualifying an examination, difficulty level of the paper, and so on.
But if you have good rank in JEE-Main then you can get good NITs also and you can predict the colleges which you can get from JEE-Main by using JEE-Main College Predictor :-

I am afraid to confirm you that " preparatory rank" is not really a rank . Every IIT has separate quota seats for SC , ST , OBC etc. These seats go vacant in every year . So the vacant seats are allotted to students of that respective category for a one year course . They are trained in the IITs If they pass then they are eligible for undergraduate courses at IITs and they get direct admission in those . However students doing preparatory courses can sit for JEE ADVANCED next year also.

If your preparatory rank would be under 200-250 then you might get some of the IITs but on such rank unfortunately you cannot get any IIT. If you are female then only you can get some lower IITs like IIT Dhanbad and that too with 5-Year integrated course.

According to your marks , it would be tough to get iit , in the inital rounds , however you can try if you can get some new iit in the last round .
JEE Advanced score can be used to take admission to colleges other than IIT which are these -
1)IISC Bangalore
2)IISER
3)IIST Thiruvananthapuram
4)RGIPT
5)IIPE
So you can also try for these college , and you might get them also.
Apart from these you also have your jee mains score too , try if you can get Nit or IIIT or GFTI according to your mains rank .

Congratulations on a good rank , according to last year ,With this rank you can get many good iit's like BHU ,Ropar , Dhanbad , Tirupati etc in some decent core branches like mechanical , chemical , electrical , civil etc . However , it would be little tough to get Cse , but you can try , you might get some good circuital branches also . You can also get , IIST , IISER , RGIPT and IIPE also with your rank .

Your son has obtained Common Rank list (CRL) of 3,731 in JEE Main and he also procured 5,439 rank in JEE Advanced. Now whether he should give priority to IITs or NITs completely depends on him. OBC category qualifying percentile for 2020 is 72.88
With is rank it is difficult to get IIT, you may try in NITs
NIT Surathkal, NIT Nagpur you can try in this.
It all depends upon cut off as it varies every year.
Note it depends upon no of candidates appearing, qualifying, difficulty level of exam, last year's trends, no of available seats.
