No it is not possible to get IIIT gwalior with 36 thousand rank. You can apply for NIT campus like

1. Sikkim
2. Meghalaya
3. Mizoram
4. Srinagar
5. Patna
6. Jamshedpur

If you have reservation category then you can  apply for top campus and branch. Rank will vary from last year and qualifying cutoff is not known.

127 marks is equivalent to 5000 - 8000 All India Rank. There is no doubt you will qualify in this exam. You have chances in following IITs.

I believe Civil at BITS Pilani would be a better option, perhaps if you have no monetary or vicinity issues. Core placements in Civil Engineering are bleak however, many Core recruiters like Tata Projects, JK, Asian Paints, L&T, GMR Infrastructure do visit BITS Pilani. Besides this you have a whole lot of Consultancy, Non Core, Finance, IT, Software opportunities in BITS Pilani at par with Top IITs of the Country. Besides this BITS Pilani also has excellent infrastructure, faculty and research facilities as well as an exciting campus life and peer environment.

Provisional Letter is nothing but, in that letter you will have all the information regarding the college in which you got admission for your rank and which branch you got though counselling. You can download that letter in any internet centers. It will be available there.

Better try in private  collages where it is better to you. As you have very  very less chances to get the seat in IIT's.
