yes there is fees concession and different scholarship available for economically back ward candidates. some scholarship you may get is:

FAEA SCHOLARSHIP

Foundation for excellence

NEST -scholarship based on competitive examination

also there is some state government scholarship available for meritorious students.

so don't worry bout fees, keep preparing.

In case you'll not be able to clear you degree within maximum permissible period which is generally 7 years then you'll be given NFTE which means not fit for technical education. But nowadays IITs are planning to give bsc certificate to weak students.
