No you can't improve your marks at that time, at present time there counselling schedule there and you don't do anything. Yes you can improve your marks after 1 year with doing hardworking through the year and practising. So you can improve your marks.

 You just need to qualify JEE Mains to appear JEE Advance, IITs provide admission based on JEE Advance mark.

 Cutoff rank cannot be predicted exactly because it depends upon various factors. Score varies almost every year and differs from one branch to another.It may be vary depending on question paper

Yes you can get a seat in NITs like NIT srinagar, NIT manipur, NIT agartala and much more. IIITs are quite tough. Fill the preferences as you want it to be as the counseling process can be really unpredictable at times. I am not sure of branch
