First thing that matters here is your interest towards a subject. If there is any, go for it in the IIT you're getting it.

I am really sorry to say but with 3250 OBC Category rank in JEE Advanced, you can't get Electrical Engineering in any IIT.
The last is EE at IIT Jammu which closes at 3209.
But you can get branches like:-

I think that the you need to say your jee adv rank to make help the most. But generally if you have a mediocre category include rank then you need take top IITs with less demand branches or small IITs with high demand branches. And wait till the
