Hello Kamini H Pandya,if 25k,the rank specified is of JEE Mains,then you are eligible for NITs,IIITs and GFTIs but if that is your JEE Advanced score,then sorry to say,but you are not getting into IITs.However you can apply for IISERs.

To answer your question, yes this is indeed a type of drop albeit with one more chance to get in IIT courses without any JEE Advance. After one year, there is an internal exam which has to be compulsorily passed in order to get a seat in JEE Advance.

If you're doubtful about your branch, then you should go for older IITs where you might get a less preferred branch. 

And If you're really interested in any branch, then you should take admission in that branch only irrespective of which IIT or NIT you get. I would
