As you have mentioned that your cutoff rank is 1985 under sc category. ts very difficult ti predict the cutoff for 2019 because they cutoff vary from college to college every year and it depends upon various factors like number of seats available, number of candidates appearing for the examination, difficulty level of the question paper.

According to 2018 cutoffs, with OBC-NCL rank of 3100, you can get Mining engineering, Mineral engineering, Mining Machinery Engineering, Engineering Physics, Environmental engineering at IIT Dhanbad. You can also get Civil engineering, Metallurgical and Materials Engineering at IIT Ropar. Please note that this prediction is completely based on 2018 cutoffs. Cutoffs can vary from year to year based on factors like number of students appearing for the examination, number of seats available, difficulty level of the paper etc.

I m quite sure that you are convinced that the Civil Engineering department is one of the most Performing Departments in Asia. So, if you really want to pursue Civil Engineering in future, you can surely join IIT-Roorkee without any hesitation.

If you are really interested in Engineering Physics or doing research in that field then it is very good option. In Engineering Physics you basically have to study the topics which you study in general physics like quantum is the most important of all and like that only ther topics are also there.
See placements are also good in this course , but mostly people go for phd and research programs in US or Germany etc.
So you have both options.

You have asked for a good college IITR. As you are from ST category so you will get edge over other candidates if you have a good score.
Previous year IITR closing rank in round 6 was around 300 for electrical,electronics,mechanical and around 90 for cse. So you better have rank under 350-400 to get admission in IITR.
I see that you have got 5200 rank in obc category and you want to persue Msc in Physics from IIT Roorkee. But it is too much to get admission in IITR.
If I consider previous year closing rank then i found out that closing rank iin round 7 was around 4000. So it would be quite tough for you to get into IITR.You may try other colleges.

See as the choices you have given , it's like chosing between Bugatti, Bentley, BBT. All three are great.
It's you who have to decide which branch is best for you. In between IIT Guwahati and IIT BHU ,i would prefer IIT Guwahati electronics as IIT Guwahati is among the old IIT's , so neglecting the infrastructure, what i see is that the placements and other factors are better than that of IIT BHU.
Now Between IIT Guwahati and IIT Roorkee , IIT Roorkee has a slightly upper hand But it is almost same. So you have to decide . If you prefer Mechanical then IITR Mech.>IITG Electronics>IIT BHU Electronics. Else just reverse the first two. This is what i think.

Without,interest if you are looking to pick a course by only looking at the placements.
Then,i suggest you pick IIT BHU electronics cause even though it is a hard course,the demand for Electronics engineers are on the rise and will ofter you a fatter salary.
Wheras, Mechanical engineers often look to pursue a higher degree after UG to secure a job with high pay.
