So with regard to your query, you did not mention about the class that you are currently studying in. So, I'm assuming that you are mentioning about 12th standard.
The answer to your question is NO, it is not that mandatory to pass in all the subjects. The CBSE has introduced the additional subject form only to improve the overall percentage in your 12th. However, it is not compulsory to pass in that subject. Your overall percentage in remaining subjects won't be affected.

Considering the previous year cut off it is quite difficult to get seat in an IIT. However, you might have slight chances of getting seat in the following institutes
This is based on the cut off for EWS category in round 3 IIT JAM 2021 counselling. Cut off is subjected to change, it may increase or decrease depending on the total number of candidates appeared, difficulty level of examination and total number of seats available etc.

Acc. To previous years statistics approximately 55%-60% paper come from 12 th topics ( although it may change sometimes). So, you can get quite a marks if you have done 12 maths perfectly.
But leaving a huge portion of 11 is not a smart move. There are various easy topics like statistics, probability, sequence and series etc. in which you can score easily. Recommendation is don't leave any major topic just do it to atleast easy to moderate level.
