There is no option to fill M.Tech in the application, as GATE is also the entrance for admission to various post graduate programmes inclufding MTech. You need to fill in details of your UG ie., BE/BTech only since that is the minimum required qualification.

You can apply but each university has different criteria for the admission. For MBA abroad, along with a high percentage which gets translated to a CGPA/GPA, you would need to appear for a GMAT/GRE exam. Along with the GMAT, you would also require scoring well in an English proficiency test

Generally, all IITs and NITs have the basic criteria of scoring minimum 60% marks in B.tech along with a valid GATE score for admission in M.Tech, so you must score more than 60% marks in your graduation to get into IIT or NIT.
No, you don't have to worry about submitting your OBC caste certificate because it is not needed while applying for GATE, the certificate will be required while applying for admission in M.Tech courses.
