In 2019 the cut off was as follows for BC-D category to get seat in Mechanical Engineering
Based on the previous year cut off the chances are very low to get seat in the preferred universities. But cut off changes every year depending on number of candidates qualified, difficulty of exam and number of seats available etc.

First of all,it depends upon the toughness level of exam and your study regarding the exam
If your target is to score good marks in gate,then you need to be conceptually clear.Firstly, you have to understand the total syllabus and pattern for the exam. you should focus on basic concepts.Also you should be well prepared for aptitude and mathematics to increase your score.
Prepare notes and you can solve the previous years question papers for practice.
It's quite difficult to secure below 50 rank as you are from tough branch,but not impossible.
So study well.

In CDAC courses, every module focuses on software. One must have a sound knowledge in programming languages such as Java, C, SQL, Data Structures, etc,. Graduates of CSC/IT branch will mostly opt for it.
Since you are a Mechanical graduate, if you are well versed in programming languages then you can definitely go ahead with CDAC. Or else you can also study programming and give it a shot!
Just remember that you have to crack CCAT! DAC course might be suitable, kindly check out. Learn C, C++, Data Structures, Operating Systems, HTML, CSS and Javascript.

More than better prospects in future, you should look into your interest. As these both fields are demanding now-a-days. Since, you are a mechanical engineer, SAP should be a natural choice as it is more related to your field and deals with supply chain management and related things. However data science is one of the most sought after field currently. If you have interest in coding as well as mathematics, you can also choose data science.

First of all, I assume that you have your UG in mechanical engineering (as you haven't mentioned your qualification), and answer your question accordingly.
As a color blind candidate, you will not be able to work in fields which involve some sort of color in dangerous places. Like Component designers, Pilot, defense, or technical drawing engineer, mechanical technician. These are the most common mechanical engineering fields. But all these involve color in crucial places. So, you cant join them.
Coming to govt jobs, color blind candidates are accepted in IAS, and some other civil service jobs. (not IPS). But as you are already 28, You have only one or 2 attempts for most of the govt civil service jobs. That too only if you have relaxation on age category based on your caste or region. So, its really hard to get in there.
Next and only other options are jobs as a mech Eng. in production industries, telecom company, DRDO, SAIL, IES, and some other Engineering fields.
But with confidence you can also start your own company and have workers under you. That would be great. Having a startup company is really good option for you.
So, I have mentioned some jobs that you could apply. You have to choose according to your interests.

As of now there is not much scope for a diploma in mechanical engineering, You can however, go for a bachelor degree if you can continue your studying, You can also switch your branch in your btech in state colleges in Uttarakhand. So if you want you can go with Electronics, or IT or CS for further increasing your chances for job.
